    This document belongs to the collection Technical Summaries of the various phases of marine strategies, which gathers the main documents of the second cycle marine strategies (2018-2024), in the context of Directive 2008/56/EC of the European Parliament and of the Council of June 17, 2008, which establishes a framework for community action in the marine policy or Marine Strategy Framework Directive (MSFD), which states that Member States must take the necessary measures to achieve or maintain a good environmental status of the marine environment.

    This executive summary focuses on the phase of the programs of measures. First, in order to adequately update the program of measures, the use of the interim report on the state of implementation of the measures from the first cycle was analyzed.

    Analyzing the available information, priority lines of action were established to address the identified gaps, and an initial proposal of measures was made, followed by a strategic environmental assessment and cost-benefit and cost-effectiveness analyses, after which the final proposal was established.

    This final proposal consists of both new measures and measures from the first cycle that either remain unchanged or have undergone modifications and reformulations for better adaptation to the objectives to be achieved. In any case, they are subjected to a public consultation phase and their environmental evaluation before implementation.
