The development map for Offshore Wind Energy and Marine Energy in Spain reflects the country's commitment to the transition toward renewable energies, in line with the European Union's Strategy on Offshore Renewable Energy.

This plan, the result of collaboration among economic stakeholders, public administrations, and citizens, aims to position Spain as a technological and innovation leader in the marine sector, promote the sustainable development of marine energies, and establish a robust regulatory framework for their implementation.
It is considered crucial for the decarbonization of the Spanish economy and addresses economic recovery following the COVID-19 crisis, as well as demographic and circular-economy challenges.

The objectives for 2030 include establishing between 1 and 3 GW of installed offshore wind capacity and between 40 and 60 MW of marine energy capacity, with the goal of making Spain an industrial and technological hub of reference in Europe for marine renewable energy.
